The difference between Diamond Dude and Transaction Rollback is that Diamond Dude says "You can activate the effect of that Spell in your GY" so you only do the post semicolon stuff and that's why you can use Ojama Delta Hurricane with Diamond Dude. Transaction Rollback says (for both the on field and GY effect) "This card's effect becomes that card's activation effect" which is i think why it needs to meet activation conditions to use either effect

*I guess I'll leave a comment here with a summary on Transaction Rollback and similar effects.*
    • When copying a Normal Trap Card's effect, you must meet the activation conditions, but costs are not paid. Anything else normally done at activation, such as targeting or declaring something, is still done as usual and done so at activation of the copying effect.
    • You can copy an effect even if you wouldn't be able to pay the cost; e.g. you can still copy Raigeki Break even without any cards in hand.
    • Copying cannot be done in the damage step, even if the effect you're attempting to copy can.
    • You can only copy the effect of the Trap Card that would be applied when the card is activated, so you cannot copy Big Welcome's effect to bounce a monster.
    • You cannot copy effects which would Summon the Trap Card as a monster or Equip it as an Equip Spell. Cards which attach themselves can generally be used, but only if you're able to do so; you cannot use Transaction Rollback's 2nd effect to copy Xyz Reborn, for instance, but you can use the 1st effect for that.
    • You cannot copy effects which depend on the cost that was paid. For instance, cards like Burst Breath cannot be copied in any way. Do mind that targeting, declaring cards, etc. are not costs.
    • You can copy effects which depend on the column, such as Fuse Line, but only if you're actually activating a card; e.g. Rollback's 1st effect or Trap of Darkness.
    • You can copy effects which refer to the “card's activation”, but only if you're actually activating a card; e.g. Rollback's 1st effect or Trap of Darkness. N.B. This is where the sticking point regarding the Virus cards lie; the TCG text mentions this whereas the OCG text does not. Ask your Head Judge. DB will go with the OCG ruling until we're told otherwise.
    • When copying effects, whether by banishing from the GY or actually activating a card, you circumvent “Once per Turn” clauses since you are simply copying a card, not activating another copy.
    • Restrictions a card applies at resolution; e.g. “...when this card resolves”, are only applied if you actually activate a card; e.g. Rollback's 1st effect or Trap of Darkness.
    • Restrictions, which directly refer to the card's activation, such as Heavy Storm Duster, are only applied if you are actually activating a card; e.g. Rollback's 1st effect or Trap of Darkness. It also means you cannot copy these cards via a card's activation if you've already violated their restruction, such as conducting your Battle Phase in the case of Heavy Storm Duster.
    • Card text that mentions players are not allowed to respond to a card or effect is NOT copied.
    • Cards that will set themselves face-down after being activated can be copied by both of Rollback's effects, but in the case of the 2nd effect, you simply do not apply the 'Set this card face-down' part.
I hope that covers everything; if anyone still has questions, you can post them here.
P.S. Copying Spell Cards, such as via Diamond Dude, works completely differently so do not confuse the two.

Transaction Rollback feels like its inevitably going to be banned, like stuff like Verte Anaconda, Tyrant Neptune and Supreme King Dragon Starving Venom, cards which copy other cards effects without tight restrictions (like with several Darklord monsters) tend to be broken.
While the 'Ghost Meets Girl' Floodgate Trap is unfair from a basic gameplay standpoint, at least it is locked into its archetypes meaning it couldn't see play outside of its archetypes. The fact Transaction Rollback bypasses that and basically makes that card Vanity's Emptiness 2.0 is disaster. And even if you ban 'Ghost Meets Girl' there is probably some other trap card Rollback can break. Given the context of its anime appearance, would it really of been too much to include a "Activate only if you control a Cyberse monster" on the card to stop it being completely generic.

Predaplant Verte Anaconda is a good example of a card that copies effects, for example if it copies super polymerization, you don't have to discard as part of the cost, but at the same time, your opponent can respond to the effect. Also the activation requirements must be met before the effect can even be activated, for example you need the appropriate fusion card in the deck to send as cost, you need to have LP to pay, and the materials must be present in the field for an appropriate fusion monster in your extra deck.

best way to see this. It replaces the original cost of a copied trap card. So if it requied a discard then yes, ghost meets girl, you replace the cost. D barrier you copy the effect.
in the case of eradicator, even deck devistation virus, or any virus card you can enjoy the benifits if set. This makes sense.
Only issue is the card graveyard effect. These will be big points.
the "condition" such as "to activate i need a winged beast, or 5 cards in gy, (etc)" The condition impacts what is on the board, and the current board state. (this is why you cannot just activate torrential tribute like a mad man/ or even use drowning mirror force.) the condition alone and cause to activate is not met. now if it was a "quick effect" then this will be diffrent as this impacts the card timming too.

It works in master duel and if Konami hasn’t declared it as an issue then I believe that is how it should work. It’s basically like chaining labrynth barrage to EEV. It’s pretty close to the same thing.

"Except Frog the Jam." "Except Harpie's Brother." Counter Counter. Konami established a long time ago that if a TCG card's text and an OCG card's text conflict, the TCG text is wrong. I don't know why judges are still ruling like this isn't the case. If Transaction Rollback can target, copy, and resolve the full effect of EEV in your GY in the OCG, it can do it in the TCG. In a similar random sense, I have a question (from observing a game). For instance, my opponent is playing Ghoti, and I use DD Crow to banish Snopios. On resolution, the Snopios attempts to banish a fish from grave to add itself to hand, I then chain Ghost Belle to negate. Is this legal? if you used EEV on the field and declared traps, you look and only see spells, you can use transaction rollback to copy it again and declare spells, clearing all the spells in hand, however, for the next 3 standby phases, only the EEV that was used on field for traps will continue to look and destroy, the one copied by rollback will not.

In the TCG, it is my opinion EEV should not be able to be copies by Rollback's second effect, just because of the card's text. I think Konami will have to think about this for a while, but TCG PSCT is, imo, doomed to fail as the last and only line of defence; card text is so complicated, effects so elaborate, and the space for card text is actually running out.
