What you mean is suspended ground floor slab, by use of prestressed slab panels and beams. Terms really matter in structural engineering.

All structures here in the US run their plumbing under the house. It is easy to detect leaks, fix and also for inspection. Imagine them tiling the floor. It will be a nightmare trying to fix anything.

No, that is for plumbing but they did it wrong. You can box around it and close it up. It can also be used to run AC if you want to. It's called a Crawlspace which can also be used as an extra storage
what's the point of this video without dimensions of the floor and cost ? why are some T beams resting on tongue of blocks , Engineering point of understanding the dimensions of rebar should be at least 6 inches on both sides .The Grove of blocks should be filled up with concrete at both ends and a renbar in place .
