First- No, it's not always true if you take resistance or potential drop as (-)ve. Resistance or potential drop sign is based on the direction of current. If the current is flowing in the direction of the resistance ( along resistance) = (-) ve If the current is flowing in the opposite direction of the resistance ( away resistance) = (+)ve
@zeus he took (-)ve resistance/potential drop because he is solving the question in the CLOCKWISE direction, if you look at the circuit, the direction of the current and resistance is the same.
