    Harsh truth most of lawyer dont read these huge collection of book. The only motive is to scare there clients and for showoff.... Some specific lawyers are actually extremely intelligent and great intellectual.

    t is compulsory to every State to implement or it will depend upon willing to the state to implement Government of India, Ministry of Human Resources ( Department of Education) letter number F.36-14/96-TS.IV dated 06.05.1997 addressed to all States and Union Territory .
    if Government of state does not implement the central government letter , can high court of the state has the power to give order to the govt of the state to implement the central government letter
