No, the DLC will be scaled to NG+2 when you enter it with that character.
You would have to create a new character in order to experience the DLC in base NG :)

Hi Mark! If you’re comfortable with NG+ 4 difficulty then you should be fine with doing the DLC on that same level. No need to make a new toon. :)
