Your videos have been very informative. I would like to get a doubt cleared. A property which has been obtained as part of partition in 1959. Latest Land Tax for 2020-2021 has been paid (as in previous years without any break). Is it necessary to get a "Pokkuvaravu Certificate" now?.

Elsewhere ( another youtube video ) I watched that ror is public record and that anybody can pay 100 Rs and get a copy. If that is true, why is it difficult for the media to find out if Vasantha is the rightful owner of the property in the ongoing Neyyatinkara case ( the one in which bother father and mother got burned alive ) All the media need to do is pull ROR from the village office for the property.. it should show who the rightful owner is
Yes you are right . We have been monitoring this case in media and in one of the channel discussion it was mentioned that Vasantha is paying tax in her name so that means Pokkuvaravu ( land mutation ) is done in her name . So in that case if we take ROR record we can easily cross check it. RoR is a public record but it needs some minimum details to apply like Thubdapper number. Otherwise we can file an RTI and pull it. This incident reflects the lack of clarity common people (and even some media people who is asking wrong/irrelevant questions instead of the right questions that will clear the air) is having regarding the information regarding land property documents and procedues . But it is not surprising as the current system is indeed ended up being very complicated for a common man to understand. Indeed a good information. Does Mutation mean that this process is required only where LAND is involved ? If so, what about flats. For example in case of a multi-storey building of say ground and ten upper floors, is mutation applicable at all and if yes are all occupants of the flat would be required to complete the mutation process and what would be the procedure in that case ? For the building it will be managed either by the builder OR co-operative housing society and cost of this will be managed by everyone stays there. Hope this clarifies!

സംഗതി വളരെ ശരിയാണ്. ആധാരം ചെയ്തു കഴിഞ്ഞാൽ റജിസ്റ്റ്രാഫീസിൽ നിന്നും ആയതിന്റെ പകർപ്പ് തന്ന് വില്ലേജ് ഓഫീസിൽ നൽകുവാൻ പറയുന്നുണ്ട്. നമ്മൾ അവിടെ കൊടുക്കുന്നുമുണ്ട് അവർ അത് ഒരു ചവറ്റുകുട്ടയിൽ ഇടുന്നുമുണ്ട്. പിന്നീട് നമുക്ക് ആവശ്യമുള്ളസമയത്ത് വീണ്ടും ആധാരത്തിന്റെ കോപ്പി നൽകി ഫീസും അടച്ച് പലതവണ കയറിഇറങ്ങിയാലും നടന്നാൽ നടന്നു എന്നു പറയാം. എന്റെയും രണ്ട് സുഹ്രുത്തുകളുടേയും വസ്തു പോക്കുവരവിന് അപേക്ഷിച്ച് മാസങ്ങൾക്ക് ശേഷമാണ് നടന്നത്. അതേസമയം എന്റെ വസ്തുവിന്റെ തൊട്ടടുത്ത വസ്തു വേറൊരാൾ വാങ്ങി ഫീസ് അടച്ച് പോക്കുവരവിന് അപേക്ഷിച്ച് വർഷങ്ങൾ കഴിഞ്ഞു. കുറച്ചു തവണ അന്വേഷിച്ചു സ്റ്റാഫ് ഇല്ലെന്നു പറഞ്ഞ് മടക്കി. ഇനിയും നടന്നിട്ടില്ല.

Very informative video. Many people are ignorant about these complex procedures prevalent in kerala when property or land deals are executed in kerala. Most of the land records are still kept in physical format and accessing them are even more difficult and need to be bribed. If govt store them digitally it will be very helpful. Elsewhere ( another youtube video ) I watched that ror is public record and that anybody can pay 100 Rs and get a copy.
If that is true, why is it difficult for the media to find out if Vasantha is the rightful owner of the property in the ongoing Neyyatinkara case ( the one in which bother father and mother got burned alive )
All the media need to do is pull ROR from the village office for the property.. it should show who the rightful owner is
Yes you are right . We have been monitoring this case in media and in one of the channel discussion it was mentioned that Vasantha is paying tax in her name so that means Pokkuvaravu ( land mutation ) is done in her name . So in that case if we take ROR record we can easily cross check it. RoR is a public record but it needs some minimum details to apply like Thubdapper number. Otherwise we can file an RTI and pull it. This incident reflects the lack of clarity common people (and even some media people who is asking wrong/irrelevant questions instead of the right questions that will clear the air) is having regarding the information regarding land property documents and procedues . But it is not surprising as the current system is indeed ended up being very complicated for a common man to understand. Stay tuned in our next upcoming video we are discussing in detail about the complications in this domain

Does Mutation mean that this process is required only where LAND is involved ? If so, what about flats. For example in case of a multi-storey building of say ground and ten upper floors, is mutation applicable at all and if yes are all occupants of the flat would be required to complete the mutation process and what would be the procedure in that case ?
