The best advice i can give is to try forcing your opponent to not get to Imperial, you have to make the plays in age 3, keep constant pressure. Or push with all your army as soon as they hit age 4. Delhi is just quite bad in imperial. If you end up there, in early age 4 make hand cannoneers and bombards as they dont require a good amount of upgrades to be good
