What does just frame mean
It means you need to input both d-pad and attack button at the same exact moment/frame for the attack to work. In case of Kazuya's Electric Wind God Fist: you need to input f(forward), and then press df(down-forward) on d-pad at the same moment/frame as you press 2(y on xbox or triangle on PS). With enough training, you can master this and chain just inputs one after another.
