I think that the biggest problem with late game Hearts of Iron 4, Darkest hour or any HoI game is the fact, that after a certain point your country is just to big to fail.
its so easy to manage kurdish rebels just high priority the equipment for garrison. there is one focus where you get reconciliation so you change the civilian oversight.
