They might pay someone to make one for them, for their own collection, but the actual costumes (and their many variations, like ones that have little burn or tear marks; they often have ones in multiple levels of condition, for a single costume) are owned by the film production company, and they would literally have to steal it, and possibly face charges for it, unless they come to an agreement over it. Chris Hemsworth was given his hammer from the first Thor film. Sometimes the actors are permitted a single prop, but usually they are not.
