1. Dissolve the current "anti corruption" body.
2. Appoint a new, thoroughly-vetted, anti corruption prosecutor with a new team of investigators.
3. The new anti corruption body must be transparent with all investigations posted online.
4. The statistics of investigations-to-indictments ratio, as well as the indictments-to-convictions ratio must be online.

Prof Manyora does come across like he's trying to catch Ruto's ear for a job, a fish rots from the head down, Ruto's bad judgement and poor leadership style is the cause of where the country is at the moment, Manyora needs to bring this up, instead of his self agradizement, the ministers saw Ruto with his expensive trips and bling and simply got comfortable doing it too, so Manyora should bring this up, instead of endless attempts to catch Ruto's attention.
Ruto should blame his arrogance for bribing members of parliament two million shillings to pass such a stupid finance bill.
