Hi, using vinyl on balloons is a fun way to add a little design and color to them. Since you aren't really worried about the long term and how they will last, any type of vinyl will work. You'd just want to decide on the exact look you are going for at that point. If you want a glitter look then glitters might be a good option. If just a solid color then any of the permanent or removable would be great.
Transfer Tape is commonly used with Adhesive vinyl. It transfers your vinyl decal from the backing sheet to your desired project. HTV comes with a carrier sheet already attached to the HTV, the carrier sheets acts like a transfer tape.

Hi, it's a little more difficult to tell the difference. Stretch HTV is a little thinner. If you peel just a small piece on the corner you will be able to tell by the amount it stretches as well. Hopefully that helps.

What vinyl is best for a light up wine bottle. I used 651 but only the lighter colors show up well at night when the bottle is lit.
Permanent vinyl is best for surfaces like a wine bottle. Do you cut any images out of the vinyl to help the light come through?
