To prepare the growing demand and increasing air traffic, to sharpen the competitive edge of aviation industry and to prepare the region, as the center of tourism and economy.
New Challenger will be added, to become a regional Hub airport, as the ASEAN, expand and build new Airport across the Region.
These, are the biggest Airport Development in Southeast Asia:
Cambodia - New Phnom Penh Airport and Siem Reap New International Airport
The Kingdom of Cambodia has seen rapid progress over the past two decades in particular. One of the reasons for the development has been a buoyant tourism industry. To cater the increasing numbers of tourist visiting the country, Cambodia will build new airports across the country. Topping on it, are the twin airport project of New Phnom Penh International Airport, and Siem Reap New International Airport.
Thailand - U-Tapao International Airport
In addition to Suvarnabhumi Airport and Don Mueang International Airport, serving Bangkok Metropolitan Region. U-Tapao International Airport, is undergoing a major upgrade to become one of the most innovative airports and multi-modal transport hubs in Thailand. To cater the spill-over of Tourist, of the most visited country in Southeast Asia, currently being handled by the 2 major airports. This is also part of a greater plan to decongest Bangkok.
Vietnam - Long Thanh International Airport
Located 40km to the east of Ho Chi Minh City, Long Thanh airport is expected to relieve overloading at Tan Son Nhat international airport in the southern metropolis, now the country’s largest airport. Long Thanh International Airport, is the biggest single project of the History of Vietnam.
Philippines - New Manila International Airport and Clark International Airport
As Ninoy Aquino International Airport, the main gateway airport of the Philippines, already handled beyond its capacity limits. The 4 airport terminals, were designed to handle 35 million annual passengers; however, the airport has bursting as it seems, handling almost 48 million in 2019.
To answer the increasing demand for Air travel, both from domestic and International Passengers. The Philippine Government, expand and build new Airports for the convenient of local and foreign passengers. And to unlock, its business and tourism potential, for the benefits of its dynamic economy. However, the Philippines is setting up its standard, at par on its regional peers, as it is not just building a world-class Airports, but Airports with cutting edge technology, which is highly integrated with business district and mixed developments, and environmentally friendly Airports.
The Philippines will develop the 4 complementary airports system with-in Mega Manila. From Clark International Airport, of Clark Free Fort Zone in the North, to the New Manila International Airport in Bulacan, and Ninoy Aquino International Airport in Metro Manila to Sangley Point Airport, currently catering Cargo in Cavite, South of Manila.

At present, not a lot of foreign airlines especially European airlines fly to Manila due to high taxes from the government, and that the current airport and it's congestion can't fit them right, but as soon as the New Manila International Airport is built, I think that more foreign airlines will potentially look at serving the Philippine market due to it being a more attractive airport and maybe a better security!
Phillipines shouldrather invest in proper suburban train transport for its 120 million people and build better roads , affordable housing and build more clinics and schools and technical colleges and universities than build these unnecessary prestige projects and waste scarce money that 90 percent Phillipinos will never be able to afford. Malay states love doing things for show , so too most SEA.
cambodia has 3 international airports under construction this year including Dara sakor Airport in sihanoukville
Wheres the Bicol International Airport.....it will open on October 7 this year 2021. The most Scenic Gateway international airport in the Philippines overlooking the Famous perfect cone Mayon Volcano.
Once open it will cater 2M per annum to boost the economy and tourism of Bicol Region.

1.) You said NMIA is Proposed? No, it's already approved and Preconstruction Activities started already contracted to Boskalis. Dredging Works Started in Manila Bay.
2.) Clark International Airport will only reach 110 million Capacity if the 4 Terminals are all operational. As for Now, only two have been.

I don't know why no new airport in Indonesia is listed. Indonesia probably build the most airports in the region in the last few years. Indonesia has just finished New Yogyakarta International Airport (capacity : 14 mil pax) in late 2020. And some other medium-small airports like Mozes Kilangin Airport (capacity : 7 mil pax), Lombok International Airport (capacity : 7 mil pax). Initially in 2021, Hasanuddin International Airport will be completed as well (capacity : 15 mil pax), due to covid get delayed to 2022.
Soekarno Hatta terminal 4 as well as North Bali International Airport will be the next.

Sorry, forget to mention Sam Ratulangi International Airport (capacity : 6 mil pax) that will be finished in the end of 2021. And Hang Nadim International Airport that will start construction in 2022 (cooperation between Indonesia Airport operator, AP I, and Incheon Airport operator of South Korea).
Included in the list are airports with a full designed capacity of 20M passenger per year.
So why you include clark airport there? To be fair, if you include all phases, Indonesia airports like New Yogyakarta will accommodate more than 20 mil pax in its 2nd phase, Hasanuddin Airport will accommodtae more than 30 mil pax in 3rd phase. North Bali Airport will also have capacity of 32 mil pax.

@@landove1486 the new Manila Int'l airport project was conceptualized just in 2019. The project was awarded to San Miguel in September 2019, while the franchise was given a year later.
By June 2021, preparatory work was in progress, with the land development project expected to be completed by the end of 2024.
Partial operation is expected in 2026. A year delayed from the first plan.
