Reconquer Brasil, Uruguay, Paraguay, the Guyanas and the Argentinian Mesopotamia
Go beyond the Pink Map and “civilize” the entire continent of Africa as proclaimed in the Treaty of Tordesillas.
While at it, reclaim the East Indies and control entirely the Aden, Hormuz and Malacca straits like the Portuguese Czar of the East intended.

you have no manpower but actually pretty comparable industry
