TL;DR: This song is only as offensive as you let it become.
Long reply:
When I first watched this video with my friend, we had an argument about whether the song was offensive or not.
He told me that it was offensive because the song caricatured people with down syndrome.
My rebuttal to that was to acknowledge that yes, the song reinforced stereotypes about people with down syndrome, but they weren't necessarily displayed in a negative light, and that's what made the song funny, not harmful.
He proceeded to mentioned that when white people represented black people in old 20th century media, a lot of times the purpose was to attempt to make light of a supposed "degeneracy" in black folk, which is what made such caricaturing so harmful.
I replied by saying while all stereotypes come from a place of truth, Ellen (the girl with down syndrome) is presented as a desirable partner in this song in spite of her disability. Just because she's got down syndrome doesn't mean she's below anyone's standards, and that's why she's dedicated an entire musical number praising the desirability of all her characteristics, whether they can be attributed to her disability or not.
That's what made shows like Family Guy so funny (at least in its prime). It made caricatures of real groups of people, but also made the characters themselves endearing. Nowadays, the caricatures in Family Guy have become less and less endearing. For instance, instead of caricaturing Joe primarily as a good friend, honest cop, and loving father who happens to be handicapped, he's now primarily just the suicidal handicapped guy who is disrespected by his work colleagues and his family for being disabled, and even his friends won't sincerely help him from time to time even when he desperately needs it. Because of this, to me, I think what the writers did to Joe Swanson was borderline offensive, because he's being explicitly represented as a lesser human being to almost everyone he knows.
Let me give another example. I'm Indian-American, but I never took offense from Apu of The Simpsons because it was made very obvious that he wasn't intended to accurately represent all Indian-Americans, rather to make light of the absurdity of some of the stereotypes of Indian-Americans, which all admittedly must come from a place of truth, and, what made Apu endearing was that he was a hard worker who just wanted to support his family. To me, depicting this good characteristic in Apu is what undid any potential "harm" people proclaimed that his caricature did, unless we're really going to say that people judged Apu based off of the stereotypes he embodied, and not the intrinsic goodness in his character, in which case, maybe the people who saw Apu as offensive need some help.
No indian or South Asian that grew up in 90s America would deny Apu was offensive because it was used as an insult to no end. Your comment is just fishing for likes from a certain racist demographic.
The song isn’t offensive but not for any of the reasons you state. The whole premise of Family Guy is that it mocks the stereotype. It’s not mocking a single ethnic or racial group, it’s mocking how those groups are perceived because of the stereotype. Everything in the song is something oft used to describe people with Down syndrome. It sets it up to think Ellen is going to fall for Chris because she has DS and will just be happy that a “normal” person likes her and then completely flips it on its side when we find out she’s demanding and actually expects Chris to earn her respect and not the other way around. The entire storyline is set up to dispel the stereotype of people with DS.

They don't own it. This is called Syndication. It's when another network buys the rights to air a show.
Fox owns the rights, but that doesn't mean they can't sell them to another network, especially if it's on cable. For Fox is important to own the rights on national TV, after it's already aired for the first time it all depends on the syndication rights they sell.

Was this song based on any musical or was this one of the only ones that Walter and Seth MacFarlane come up all by themselves. I only ask because i know a number of their musicals are based on a number of famous ones from film and Broadway. Also the tap dancing reminded me of the Muppets, and the ending looks like something i have seen in a film before.
