These lights have bi-level step-dimming ballasts. Each ballast has two hot inputs and if only one is activated, it switches to a dimmer mode and if both are activated, it switches to a full brightness mode.
There are four bulbs in each fixture so the top switch controls two and the bottom controls two as well. You cannot dim a florescent bulbs without damaging it permanently...Unless they are made to do that-not many are
