Bro it depends upon your effects you used. If effects uses gpu then your gpu will be used otherwise not, but these settings are also best to increase rendering speed

Good question. It is because Media Encoder has no interface to see preview. It is used for rendering only. I suggested to enable it to increase rendering speed. You can also select in case of Premiere pro.
Just wondering, my specs are a 3 3100 with a 1650. When i render out of after effects my cpu usage is at 70% but my gpu sits at 2%. Im wondering if this low gpu usage is normal or not because it takes a long time to export my projects.
I recommend to apply secret settings in aftereffects, I have made a video on it. It will increase the rendering speed. As far as gpu is concerned Aftereffects does not use gpu too much. So, it's normal to have it at 2-5% usage.

Hmm, good question. I think you can force adobe apps to use integrated gpu for rendering by some settings. As a result, your dedicated gpu will be used for mining. You need quickSync for Adobe Programs, you are using, so that it can use IGPU.

I prefer to use CUDA, as it is optimized for rendering. In latest update, premiere pro has removed presets. I have 2020 version so presets for different platforms are available.
If you are rendering using premiere pro then there is no need of media encoder as premiere pro offers very flexible export settings just like media encoder. It's needed with aftereffects specifically.

It will use when you edit in element 3d and mocha for 3d graphics rendering. For normal motion graphics and transitions, it will use cpu and ram

That's due to gpu. If it is saying error while editing then use software only. And while rendering switch it to gpu acceleration.
