Slow toh hain...agreed! But Mumbai and for that matter Maharashtra in general has a lot of extra problems to make projects. It is never a lack of money but: 1. Landscape is not flat like North India (Punjab, Haryana, Delhi, UP etc.). It is moutainous with Sahyadris(Western Ghats) and Deccan plateau 2. The rock is harder in Maharashtra and Mumabi is an island of made of 7 islands. Way more difficult to dig and drill. 3. Most of the money is spent on Land acquisition. 4. MVA/Uddhav Sena/Sharad Pawar pushed projects 4 years back because of forcing work to stop or slow down drastically. It takes time to restart stopped projects. 5. COVID

Nobody is saying that you m0r0n! Some roads have toll but the Coastal road is 100% funded by the BMC from excess income. They could build 4 more of these from the cash reserves they have got over the last 10 years due to a policy change in fungible FSI. The funds came from the premium charged for fungible FSI. However, roads and bridges that are funded via other means have tolls! Especially roads that connect several cities. This is an internal road of Mumbai owned by BMC. Even the Bandra-Worli sea link is owned by MSRDC which is why it has a toll!

Slow toh hain...agreed! But Mumbai and for that matter Maharashtra in general has a lot of extra problems to make projects. It is never a lack of money but:
1. Landscape is not flat like North India (Punjab, Haryana, Delhi, UP etc.). It is moutainous with Sahyadris(Western Ghats) and Deccan plateau
2. The rock is harder in Maharashtra and Mumabi is an island of made of 7 islands. Way more difficult to dig and drill.
3. Most of the money is spent on Land acquisition.
4. MVA/Uddhav Sena/Sharad Pawar pushed projects 4 years back because of forcing work to stop or slow down drastically. It takes time to restart stopped projects.
5. COVID

Nobody is saying that you m0r0n! Some roads have toll but the Coastal road is 100% funded by the BMC from excess income. They could build 4 more of these from the cash reserves they have got over the last 10 years due to a policy change in fungible FSI. The funds came from the premium charged for fungible FSI.
However, roads and bridges that are funded via other means have tolls! Especially roads that connect several cities. This is an internal road of Mumbai owned by BMC. Even the Bandra-Worli sea link is owned by MSRDC which is why it has a toll!
