Tony only realized once it was too late that Vin was not only a loyal, valued asset to have around, but also one of the few people he knew that genuinly wanted to be his friend. Even though Tony made the mistake of heavily berating the guy, you can tell based off their interactions that there was a geuine friendship starting there. I think Tony found the depression and stressful personal life relatable and was sad that he wasn’t nicer to him.
I think Tony saw him as a useful loser, the fact that he was introduced as taking a wiz outside in a retirement community in a wrinkled suit really demonstrates that.

Contrast this with Tony's attitude toward Agent Harris- they were actively on opposite sides of the spectrum, but Tony actually respected him for following the rules- even though he might be putting Tony in jail one day.

The only reason Puss lasted as long as he did was because him and Tone where genuinely best friends and T loved Sal. He needed that 100% proof for a friend he loved, even though Vin's report convinced him that he was 99.9% sure he was a rat.

Man Tony's voice was different in the first season
He was a totally different character in the first season.
The last scene where Vin tells Tony that Pussy is a rat is one of the best in the series. You can see Tony's world spiraling out of control as Vin explains how Sal took a Vegas trip to make a deal with the feds, and Tony knew deep down that Makazian was right. The only reason Puss lasted as long as he did was because him and Tone where genuinely best friends and T loved Sal. He needed that 100% proof for a friend he loved, even though Vin's report convinced him that he was 99.9% sure he was a rat.
