It stands for "Tool Assisted Superplay" or "Tool Assisted Speedrun" depending on what you're doing with it. It's available on a handful of emulators (e.g. Dolphin, Bizhawk) and essentially recreates the inputs you feed it in real time, which you can combine with deterministic savestates (since you're emulating hardware) to make a fully deterministic game. If you're interested, check out TASvideos.org. There's a tutorial on the B&D Games youtube channel that explains how to set it up specifically for melee too.
