Back in 1967 when I started elementary out teacher talks to us in English. It is fair to say it is our first language in school. When I graduated from college in 1980 all my job interviews were in English as well. English is also the Philippine’s 1st language in business . We use to be the third largest English speakers in the world.

Glad to hear retirement in the Philippines works well as I plan to do the same. Yes, VA is in Manila. Don’t forget the presence of US military bases in the 60’s up to the 80’s. Your dollar goes a long way considering inflation and interest rates are on the rise. There’s no better than quality of living. Philippines top this so far. I want to make a bit of correction of facts regarding philippines....you said 14 million filipinos can speak english and out of the total population, that accounts to only about 12%....actually, 47% of filipinos can speak fluent english with great diction and enunciation....but in totally, 95% can actually speak it even in a broken non-fluent way you can still somehow understand it...and to those who cant almost totally cant speak speak it have at least an inkling of what you're saying. This is because english is the medium of instruction in this country more than filipino or tagalog language.

Yup, Philippines it is, the best to retire, near beach for tourist be it fishing as income, it's mountains & forest, as retiree, having farm as a hobby or just a small money income. Philippine soil is so fertile due to volcanic ash. Philippines is the only diverse country in asia, from religion, food be it "halal" or "pork lechon", variety of taste & dish you look for you shall find, various tradition, it is not controlled by any religous law and it is the most democratic asian country you ever find. People are authentic & really smile thru their heart, they are a community w/c is real helpfull & warm to anybody, and of course it does not mean it is also free from local scam & bad people, but majority of good filipino people would already sure warn you for that. Smile to them & sure they will retract & shower you w/ all the greetings & smile. Truly Philippines for me is the best & astonishingly unique country in the world 🧡🇮🇱❤️🇵🇭✊🤗🙏

But when I retired (early), I chose Malaysia. I was planning in starting a family - and it was clear it was a much better place for a family than Thailand or Philippines. That said, I do love traveling in the Philippines.
The other note is that Malaysia is CHEAPER that the Philippines - especially if you want something decent. In the Philippines, anything decent is expensive. For sure, you can live in either country on $500 and enjoy yourself.

By all comparison, and by all rankings, the Philippines is apparently the Best Best Best among all the rest that the article have mentioned... If your point of deliberation is anchored on the English language, the Philippines stand highly above all the rest. The Philippines 🇵🇭 has a population of more than 114 Million people as of 2021, and is projected to be about 150 million by 2050. That could placed the Philippines in the 11th or 12th ranking as the most populous country in the world 🌎. By that alone, the literary rate of the Philippines is 96.6% as of October 2023, making it one of the most literate countries in the world. In 2021, the Philippines literacy rate was 99.27%. Education in the Philippines is free for all Filipino people all the way to college, on a bachelor's degree. Advanced studies and graduate school have very minimal costs... English is widely used anywhere and everywhere even in small remote islands. Their kind of English is even much much better than most ordinary Americans do. Their English is grammar-based with correct spelling, proper punctuation, and easily comprehensible. Thus , they refrain from using colloquial words such as wanna, gonna, gotta, ain't, betcha, or y'all which are actually ungrammatical... Do I need to say more? This explains the fact that millions upon millions of high-quality and well-educated Filipino professionals, such as nurses, teachers, CPAs, engineers, seamen and maritime engineers, and other medical professionals, are in-demand all over the world. Noteworthy of mention is that 10-12% of the Filipinos are scattered all over the world in more than 250 countries as useful citizens of the community.. Such feat, where only few countries can ever lay claim to. The Filipino diaspora has made the Philippines 🇵🇭 more vibrant, more diverse, more liberally exposed , and more welcoming and accommodating thereby further concreting the worldwide Filipino traits of great hospitality, very hospitable and friendly. (TO be continued)

The Philippines without a doubt is a good choice for English-speaking foreigners to retire to. Filipinos learned English from Kindergarten to college. Every textbook is written in English except the textbook for Tagalog language. It's nice to be considered 3rd best place but it could do better like being the 1st choice. Sadly, the cost of living in the Philippines could be much lower if the government isn't corrupt. In fact, the current President is called a USB (thumb drive) President by the locals. Even the international election observers issued a report stating the election was full of irregularities. If President Benigno S. Aquino III was replaced by an equally competent Filipino like Mar Roxas (who lost the election) in 2016, who could have continued the progress that Aquino started, today, the country would have a vibrant economy and low cost of living.

Jamaica. They don't speak good English there. When I went to Jamaica in 2017, I found a lot of scary street gangs everywhere.
Plus, they add the word "Man" after every sentence.

This amount will only cover food, utilities, transportation and basic medicine assuming you have a non-contributory medical policy. There are price increases very often. The dollar fluctuates a lot. I'm a Native Filipino here and I think that the main reason as to why the Philippines is being recognized as an English-Speaking Country (even though not all filipinos can speak the language very fluently) is because the Philippines became an American Colony for such a long time after the Spaniard Colonization and that the Americans brought the English Language to the Country along with their culture, foods, holidays, festivals, clothing brands, car brands, etc. which means to say that the country is pretty much heavily influenced by Western American & European Spanish Cultures even until today that English is still one of the most widely -spoken languages of the Philippines along with Spanish (Chavacano) being the second national language of the Southern Part of the Country
