There are a couple NPCs you can't duel. Any of the guard NPCs that trigger a dialogue when you try to walk past them can't be dueled, because if you could, you could knock em out and run past them. Also the hard part of dueling is actually winning the duel. Doing some lf those duels in act 1 is really, really hard, especially since you don't have a runestone yet
Never paid any fine, I just beat everyone then continued to explore and return later and everybody forgot both in Nemerton and in the forest. I don't know if they changed that in the most recent patch. Also if you beat the guy with the prosperity quest before you finish it , it bugged out for me and finished the quest the next time I talked to him and you don't get anything.
@@Zelendes I don't think so since it was chapter 1 and I haven't joined any faction yet. I think that when you went out of camp for a few days and you returned and beat a few npcs the fine was already 0 ,that's why you had to pay less ,you just didn't realized that it had reset since you had no way of knowing.
