Fun project. I was working years ago for a local drumline (small) with 3 bass drums (as well as 1-2 snares and tenors). The judge make the comment "a legato mallet for the bass drum passages on this song would really make a good impression." So, we did similarly. Dowels, thick masking tape (the one I used would naturally compress), and (wait for it) Shammy material (that we sewed a 'drawstring pouch' around). The judge loved it (same judges in rotation for all competition), and we spent (at the time) a whopping $30 max for 6 mallets. I'm not sure how they held up after the season, though.
