What about EPS or XPS insulation on rooftops and exterior walls facing sunlight, as it's getting hotter every year. This is a very common insulation methodology used in other countries. This method is cheaper than steel truss + tiled roof combination to reduce heat. This way the flat terrace roof could also be used for gardening / other purposes. Gypsum plastering on interior side of external sun facing walls is definitely a good start.
Smart Cross Ventilation & properly sized Windows & Window sil heights based on room size & air movement requirements keeping National Building code as base standard. Keeping adjustable Louvers at the top area of all the external walls, will not only move the hot air out, but also shed some light during the day. Will pull in some cold air during the night, through the louvers, by your ceiling fan instead of hot air being pushed down, when you don't have louvers.

Use exhaust fan & pedestal fan in bed room instead of ceiling fan....
