Skidsteer and ruckus rake would fix that area in no time. Then put the pile of the leftovers to somewhere where is shadow and moist, maybe a shallow pit or ditch to keep it moist. In a year or two you will have a pile of absolute top quality soil. Dont put the pile to anywhere where is dry and sunny, because then it can take multiple years before the pile turns to soil.
I now daily a low miles 2017 4DR Fiesta SE DCT, in blue candy metallic. ....turbo? ....maybe? 😄😉.... you gonna build a rallycross course, or? 😉 ...I could drive up there in it, in less than half a day.
I wonder if Matt from Diesel Creek would/could come out there and get some clearing done dor you. Hes got lots of equipment and could work wonders on your property.

Food for thought, might be worth grabbing a landscape rake for your tractor to clean that mess. A dethatcher might work but they're much lighter duty.

A old spring tooth plow works good for bringing the gravel back up.
Agreed. There's matting under all of it, so unfortunately it's better to go slow and not rip it all up.
