I did a Z scale tuning fork layout in that was 6" by 24" with Rokuhan track. However, my locos struggled with the short length (probably more my fault than the locos' fault). I think if someone else tried it it would work. Steve at Steves Trains did a Z scale Inglenook in around 3 feet, and it appeared to work well for him.
It may be worth mentioning that three of the 115cm Mosslanda shelves combined are still under the 4 square foot limit for micro layouts ...

@ Maybe just the turnout. The locos run okay on my two Z SLT micros, but they like my oval layout much better.
