gut the axle & all the components from the 2 bearing uprights, work your way up drilling the holes out to 3/8" with a the finish being a compress fit reamer, buy flanged 3/8"Od x 3/16" Id bearings, coat hole & flange side of bearing with permanent (red) locktite , quickly press into place with a small vise (be careful NOT to get any locktite inside bearing) ,let stand for a minute or two, do other side same way, then slide your new axle in from both sides & bend bearing towers so they are as close to parallel as possible. the stock axle towers from Jensen are sloppy & not to close to parallel (they didn't have to be) but with bearings you must be as close to parallel as possible....this is easily done.
Exactly the right way to use a steam engine..you let the pressure build up and then start.
