Disagree strongly. Sipahis shadow tech and you don't need a large mass of them to be effective, Cuirassiers require much more investment (Stables, upgrades)
I do not know if sipahis can be trained at the stables now. In the older versions (till asian dynasties) you only got them from shipments. If you can train sipahis at the stables now, no matter how much they, cost Ottomans would be more than broken.
It is still not being produced, but I think it can be produced in future updates, just like in the dutch, it can be produced in the fort building. Because forts also need to be customized now, every civi is almost the same
Like I said in my prior post, a key debate question is which cav is best able to take down artillery? This is a key strategic issue from age 3 to the end of the longest treaty game. One way to measure this is to put several cav types versus the same generic musket group then the same generic spear or halberd group. I can't think of a way to account for the reach and grab bonus of pikes and spear over muskets however.
This is a bit difficult, a cav unit will never attack the anti cav unit standing in front, it will go around and directly attack the artillery, and it is necessary to fully control the units in this. We are not in a position to do this right now, and ai is very bad at unit control. So it's hard to understand this way.
Sipahi are what Gendarmes were in the OG AoE 3 where they would melt everything short of dopps or ronin/samurai but now because they improve the counter system and there are more broken units, they arent so op. Also can you make Pavisier vs Berseglier.
