I guess it's because of its compact size. Most bolt cutters I know are gigantic af. And they're pretty inconvenient to have on your back, especially if your job involves running after people in full SWAT gear.

Or the fact that a swat team is has upgraded from Ops Core plastic (non-ballistic) bump helmets, to Team Wendy Exfil LTP plastic (non-ballistic) bump helmets, and never use Comtac III or any kind of hearing protection, they always have T-shirts on, the female cop starting talking over the radio while aiming her weapon at someone.. but she wasn't even pushing her PTT (push to talk) button, like who you talking to mate? And the fact that you saw the commander talking to them over a Baofeng UV-5R cheap chinese radio, which is what they all used the first few seasons..

They can't have medics waiting 45 minutes for officers to check every knook and cranny if they know the scene is well and clear. Fire and medical are equipped with ballistic vests and helmets now, allowing them to move in sooner.

Only major cities and county/ state have bullet proof vest and not even some of them have it, so no not everyone has it and its expensive to get it. You people absolutely astonish me who arnt in emergency services thinking you all know everything when you dont.
