What's always aggravating is how California Law Enforcement stays so far back during a vehicle pursuit that the suspects have plenty of time to get out of their vehicle and carjack another, plenty of time to wander around neighborhoods and hide. The suspects never have a chance to carjack somebody, never have a chance to hide somewhere.
