Sorry but i have given the permission to what's app for a contact but still not showing up a lots of contacts on what's app. The cell phone is use is One Plus 9R?
Two possibilities, you may be trying to add international contacts, if it is international numbers then you have to have country code before the number. Second is numbers might already exists with other name. Also you can remove the number which does not show, and add that number in contact again properly.
I have a newish LG phone - I did what you said and it has a list of permissions and contact is included but none of them have an on/off switch as you show, but my whatsapp still not showing my full contacts list
LG might have different lay out of user interface. Go to settings, look for Apps or Apps management, then find the WhatsApp App. And here go into wahtsapp and manage permission. Then you will see Contacts, now touch Contacts, you will see 2 options allow or deny. Choose allow.

Try and save all your contacts yo Google. Once your contacts are saved to your Google account, go to your phone's Settings > Accounts > Google. My problem on pixel 4a is it shows contacts fine BUT the amount had disappeared a few months back, refresh not helping. Use to show on top 55 contacts for example but never any amount now! Just the pixel 4a Google problem I wonder?

Hi, you are doing on main device where you have installed WhatsApp first, this set up will not work on linked WhatsApp account. Also make sure you have given permission of contacts same as your device contacts.

Restart the app and try again. If it's not working then there might be some other reason. International contact will only show up if you have added country code ,(00) before the number.

You need to add your Google account , then give permission to share contact with WhatsApp. Check your contact app.

Try this , Turn on back up and sync to make sure all contacts visible. Not sure if its going to work.

Ok, I have all my contacts saved to Google contacts, also I use same account for WhatsApp, so I can see which contacts have WhatsApp, Viber etc.

If you still see the deleted contacts, find out where that contact is saved.

checked app permission - its set to share all, still not able to see certain contacts/add a new group. Any ideas appreciated! (Samsung S22).

WhatsApp doesn't have its own contact menu, WhatsApp relies on phone's contacts. So whatever is in your phone's contacts will show up in WhatsApps.

I gave permissions (they were disabled) and it's still not working :(
