You were actually kinda right about shin not being hostile
Notice how he only became aggressive after they bombed him in the back
Before that he's literally just walking or staring at helicopters
The entire atomic breath scene was just a defensive reaction, and from that point on he perceived humans as a threat
The song lyrics that were playing during that perfectly described his thought process

Shin Godzilla is the most cthulu esque/lovecraftian edition of Gojira there's ever been. People bring up the Fukushima disaster as the inspo for this movie, I think that the way this film captures the beaucratic failure is why the horror is the forefront before the heroism.

If you compare Fukushima disaster footage to shin footage they are nearly shot by shot the same in some cases, it's definitely what inspired shin
You can search "Shin Gojira 3-11" on youtube to see some excellent examples

yes, technically
If you don't completely destroy his body at once or stop him in place somehow
Due to his regeneration he's basically unkillable by normal means, even if you rip off his head as the head will just grow back
And the longer he lives the more dangerous he becomes due to his evolution
His evolution could literally gove him anything ge wants
If he ever unfrrezes the freezing won't work a second time because he'd likely just develop a way to counter it
The only real way to kill shin is to obliterate every inch of his body all at once to ensure his cells don't regenerate from nothing

Minus one also regenerates at super advanced levels but he's *way* easier to actually injure and doesn't seem to evolve like shin
Shin has typical Godzilla level of durability besides his back, wich doesn't really matter anyways because he could just grow thicker armor over it
