    You'll probably need to pull the head. Just order a head gasket and a shop manual from yesterday's tractors or steiner. The shop manual will give you the details on disassembling the head, but it's pretty simple assuming you can get the manifold off.
    1) unbolt and remove the rocker assembly
    2) pull out the push rods and organize them so you can put them back in their original hole
    3) start removing head bolts. Crack each bolt lose working from the front and rear towards the center.
    4) pull the head, you could lift it by yourself, but it's good to have someone help. It weighs roughly 65 pounds.

    Those two being tight could just mean that the cam lobes are pushing on them at the moment and opening those valves. You could buy a cheap bore scope on ebay for like $10... or basically just a small camera on a usb wire... and then you could look into your spark plug holes and see if there is any rust--- because if the cylinders are rusted and pitted, no amount of rocking is gonna help you. If it were me, I'd just go ahead and pull the head off. Just start pulling bolts and take everything apart and get down to the pistons and see what you're dealing with. I'm sure that a gasket kit for the entire engine is pretty cheap. (I know it is on the old Ford tractors, I have a 47 2n myself)... But that's just my opinion.......... My buddy had an old ford F100 with an inline 6 that was seized and we pulled everything apart, pulled the head off... and then I went to turn the crank by hand to show another guy how it was locked up and it spun very easy.. .. I believe it was just the starter that was in a bind and made it seem like it was locked-- so we pulled it all apart for nothing. lol.. But you already have your starter off, so thats obviously not the issue................... Now when you pull your head off and if 'its still locked up, then its very likely a spun crank or rod bearing and its just in such a bind that you can't spin it... but when you take the bottom end apart, it will likely be very obvious what the issue is. My advice is, just pull shit apart-- they are very simple and go back together just as fast. Don't let your mind get in the way, by thinking that its too big of a task or you don't know what you're doing. Its not a nuclear powered submarine. lol.... You can do it. Most likely on a tractor that old, it would have head gasket leak anyway (possibly)-- so pulling the exhaust manifold and heads and giving them all new gaskets when you are going back together is the best idea because you know its all new and once you get it running it will be ready to last another 60 years with no issues. Its not that many bolts-- just pull it apart and get the peace of mind of stopping your brain from thinking of all the things that it could be. lol.. by solving the mystery and KNOWING what it is, becaue you've had it all apart and inspected every inch of the insides. Now I'm curious. haha.. don't forget to film it all, and by the end you'll be an expert on this tractor. Doing is the best way to learn.
