Had he discarded 1m instead of 9m when he drew the second one, he would have won on the third one. And after the lackey discarded the 4th 4pin, he could have declared kan to take the last tile.

@quickmantan All he did was form kongs of the winds. That didn't enable him to win, just made the score higher. (In japanese rules, that would actually have lowered the score.)
