During Resurrection F, Frieza went off and trained for a while, specifically to surpass super saiyin, unlocking Golden Frieza, which almost rivaled SSJB. When he died again and was sent back to HFIL, he trained his mind and ki control as well as that form. Making it truly rival SSJB.
It's however the writers want to make the story. If they want to make Goten the strongest character in Dragonball by the next arc, it is as simple as writing it. If they didn't make Frieza stronger. The story would've ended after T.O.P.

Once a Saiyin sees a transformation it is 10x easier to achieve. Saigon’s from other universes don’t have more potential the just have a huge head start on transformations an access of power. Frost absolutely displayed the same trait in the tournament achieving the form of frieza just after being shown the transformations. This applies to humans which is where the LOGIC comes from

Honestly, I want some ultra bad evil to come along and Freiza go through a redemption arc to help Goku and Vegeta stop the threat. But being that the threat is so strong, we see Beerus show us a glimpse of him almost at full but still not there - ending the threat fashionably. I really wanted to see this with Moro as he was recklessly consuming worlds for their life force and would have liked to see it be up to Beerus to deal with him because of his insatiable need to destroy. Ultimately, Beerus should be like Saitama - gets punted around but when it comes to it, he can best anyone or thing.

Its not odd that frieza progresses faster than frost, frieza sat as the the most powerful being in the universe until a ssj arrived and thus never trained much if it at all except with family. Frost on the other hand train quite consistently and had to fake being good in order not tonhave stronger fighters (like hit take him out) thus hes been training for a long time but his growth was slow because he never learned how to fight in his true form but despite that he was still strong enough to take on post base ssj god goku. He isn't aware of his own potential because he doesn't know how to break his own limits instead relying on dirty tactics frieza learned his lesson after rof, but even then frieza made a vow to himself to be the strongest and even he acted like frost in the ToP, only he learned that means its time to be stronger than everyone else. Where as frost kept trying to be more underhanded but discreet rather than just grow his own power.
