How to fix deformed comb from laying workers!

When laying workers start laying in worker cells, drones form. This will deform the worker comb and produce inferior drones.
To fix both issues I rake the brood and comb down so that when I give the comb to a queen right colony they will fix it up and restore it to worker comb.
