How do you know how much vinyl you're going to need??

I usually go 4 inch bigger per wheel. If you ride 20s tell the shop you need 24x24 inches square. And by shop, I would look around town for a sign company they use the it a lot you might luck out and give you some cut aways they were gonna toss out.
