As for the "ideal" day being May 21st, a decade ago, May 21st was predicted to be the day the world was going to end. Seeing how Dante's head is a doomsday clock and the themes of "a new world" in Chapter 4, they're probably referencing this.

Well, Dante's clock is quite literally a doomsday clock, which has many lore implications especially from the ending of Chapter 4 where it's actively ticking down. A doomsday is a manmade disaster that will have multiple massive impacts to the world.
