Hi fellow collector. Use one table spoon of baking soda. Use hot water. Don't use rotation brushes, use sponge to wipe away heavy grim. Soak in hot water for 45-60mins. Then wash off coin in hot water. Gently dry in soft towel and see the difference. I hope this helps!?
Could try Baking powder and a few drops of white Vinegar, no water, leave it for about 1hr then rinse it off it will take any crud off and the vinegar helps with the shine..

As you have a toothbrush why not use tooth paste. I prefer to use lemon juice and a squirt of tomato sauce. Don't leave it soak too long. Keep checking.
Yes it does affect the value. Generally if you clean a coin, it will decrease the value. However, this coin was so dirty, I had nothing to lose as it was already in such poor condition

I just place in lemon juice , zero damage, place in washed out jam jar some lemon juice place coin in for a half hour wash under cold water afterwards

Leave it alone, cleaning coins ruins its value. We collectors hate people who clean coins.
