different from Indonesia, here the bottom part first without steel bar like 5-8cm thick pure concrete, and then the top finishing part added after the base layer dry, added with steel bar to make the concrete even stronger.

They really need to add another shoot back there on the truck while unloading that way they could cover more of an area to dump the heavy gravel in instead of those guys having to rake they're putting all the heavy gravel there on one side and a little in the middle instead of on the other side which is getting mostly just sand and water I drove a concrete truck for a while and I know what it takes to be a good driver those guys on the other side are just having to rake way too much
If that first load was supposed to be 6 meters of concrete..... someone's not batching it right....and its what we call a total collapse slump.....in other words it's like p.ss.....and yes iv lived in the Philippines and seen roads concreted...and the same roads done again a few months later.... because of no reinforcement
Everyone has their own task to do gotta wait till 1 person or group finish their task before the other can do their part based on experience in that field
