Zeon designed entirely too many different mobile suits during the war. The Zaku was a great all rounder, had production been streamlined and focused on it alone with the occasional specialist design, such as a guntank or one functional amphibious design, then Zeon likely could've just burried the Federation in mechs and kept up the pressure on them for much longer. California was one of their last centers of production on earth and it was splitting it resources at least nine different ways on amphibious designs alone which would only really be helpful for an attack on one major enemy base. From a logistical point alone that's madness, especially when they're already so much on the back foot.
Speaking as a Juaggu driver in Gundam Battle Operation 2, I can say that it would have been a nifty fire support unit for this operation, sort of a Pocket Zock. I don't know that it would have turned the tide, but still, would have been interesting to see it fight the Gundam.
