what causes the ding. is it the mercury gas inside lighting up or is it the starter?

Theres a flurocent light in my school that only make the starter noyse loudly and the starter is brocken and the tubelight dont turm on theres a light in a collage that has brocken staryer but ot lights up

You have loads of plugs going on there. I mean, I do have that kind of setup under my desk, I used about 4 or 5 surge protectors at once with all the plugs full, and it was attached to those 1 socket wall fittings
