This is Gilgit Baltistan bit Kashmir... You should read up what happened here even before the first indo Pak war broke out..... There was a mutiny against the maharaja led by a british officer who assisted locals in getting their independence from Kashmir.... These people did not recognize Kashmir rule for a very long time and they prefer to be called balti or Gilgiti rather than kashmiri... Their culture and language is completely different
