yes but you have to make sure it is at the same point and right scale cause blender likes to not scale it when you create it :§

1st You did not show how to rotate the Circle along with the empty at 0:51. (Tbh could have been just a normal rotation but can't know for sure)
2nd At 0:52 yiy said "set the radio around 9" and you show that you selected the cast (why did you say radio (which is not even listed in the properties to begin with) and selected cast and if you misspoke you should have atleast corrected yourself) in the array setting but you didnt even change it.
3rd I still changed the cast to around 9 and even after I change the Z rotation coordinate its still screwed because the petals are really small.

0:24 how do you select the 2 points and make a line?

select two points while holding "shift" and clicking on the point u want and to make the line just press J (when u select the points ofc), i hope i said everything right

when I use the array and set the object offset to the empty, the petals become smaller and smaller. any idea why this might happen?

I figured it out: ctrl+A -> apply scale hahaha the scale was off and so the offset would be applied according to that scale each time it was replicated
