A lot of times the needles in the roadstars gauges get a little soft and sticky. When the bike is off the fuel gauge needle sets on a small post to its left and gets stuck, over time the speedometer will do the same. All you have to do to fix it is put a small piece of heat shrink tubing over the post. My 2007 1700 and my dads 2004 1600 both had this problem. If you do a quick search online I think there is even some videos on how to fix it. I know you are taking it to the shop in this video but if they try to sell you a new gauge cluster try this first, it would be a much cheaper fix.
In this case I would say no. So probably not just a sticky needle, it sound like something is actually not working. If you pull your seat off there is a wire with a green plug that comes out from under the back of the fuel tank and plugs in to the wiring harness (you may have to lift the fuel tank up a little to find it) check the plug and make sure its clean and tight. That is the fuel pick up plug/wire. Other then that I cant help much with out being there in person. Any more questions feel free to ask, and best of luck getting it fixed.
I have an 05 Midnight Silverado and all carburated models before 08 the idle should be set to 850-900 rpm at idle. If that is a 08 to 14 model then it's injected and will set itself.
