Revy holds her own a bit, though Roberta is definitely superior physically (though Revy is quite strong and physically-capable too, just "not quite" at Roberta's level, obviously, lol), and in terms of gun usage/shooting combat, Revy does match Roberta as an equal (though Roberta had much greater fire power, so revy was at a huge disadvantage, yet still she did really well against such greater fire power, almost getting behind the counter, but just one second too slow, getting hit by the rocket/whatever-it-is, knocking her unconscious), and Revy is extremely agile too, but in raw brute physical strength, Roberta is likely/possibly even top tier... as for the fist fight... (and even their gun fight match too).... I don't think Roberta actually wants to kill Revy, as she has respect for Revy, and sees her as a worthy rival too (of course when Revy was holding garcia hostage, which she did in order to save rock's life from roberta killing rock, that was a "act of war", but once she had garcia back, she had no interest in killing revy, it was entirely only "business" when she was attacking Revy, to get back garcia, it wasn't actually personal against revy)

Balalaika is that one woman that you just know she's it the first time you see her. Revy is the type that one minute she wanna go to Disney Land and the other minute she holding a cutlass to your throat for eating her Fruit Cake. Roberta is the type of woman who you spend your entire life with, but then something happens and she gone AWOL and turning up looking like a dude named Robert.
The one hand thing wasn't a flex. She turned to make her profile smaller, and since she's female, that profile was already small. Notice half her shots didn't connect, despite it being just past broad daylight, her being an amazing shot, and her weapon being insanely accurate. She traded accuracy for survivability since her weapon was a near guaranteed one hit kill no matter where it hit.
