You're absolutely right about Gohan. The creator of Dragon Ball series wanted Gohan to take over the mantle for Goku and was supposed to become the new protagonist but the fans caused such a ruckus about it that he was forced to keep Goku as the main character. That's why you saw the sudden hype up on Gohan and an equally sudden fade

In regards to Gohan, you can blame Chichi for that since she always refused to let him train or fight in favor of studying and homework despite that he doesn't go to school until highschool 7 years after the Cell Games. So any and all training Gohan had to do in DBZ had to be done without Chichi ever knowing or planned long in advance after negotiating with her.
And then she decided to train goten.
To be fair gohan actually wasnt a natural fighter he had the talent and strength but himself piccolo and others say he aint really a fighter if he really had a love for fighting theres nothing stoping him from training now and getting stronger but he a family goku on the other hand like a drug attic for fighting

He lives in a very dangerous world and KNOWS he shouldn't rely on his dad for everything, yet he still stops training constantly to only study and it always backfires. The Earth is peaceful more times than it isn't in the DB universe, half the time there's no where to apply that strength so he doesn't train. Cap Krillin almost killed Nappa and Second Form Frieza. If not for Vegeta, Nappa would have been nothing more than a lump of freshly cut Saiyan meat and Frieza, well like we're saying here, Frieza is more of a martial artist than Nappa not to talk of exponentially more powerful as well, so at least his quick reaction and sheer speed saved him, which is natural since he's WAAAYYY stronger. Krillin is more of a martial artist than the two of them combined however. You see the big difference martial artistry made in the two fights? One had to be saved from certain death and the other barely saved himself but not without moderate casualty.

He has full confidence and Fat Buu was weaker than Kid Buu. Goku also told Vegeta he held back against kidbuu so Vegeta can have a fight too
