While I would say that Blue Star was wrong, I don't think Army went there with an intention of killing innocents. The idea was that Bhinderwala and his people would surrender after some timid resistance. Hell broke lose when Army was showered with machine guns and 50-100 soldiers died in initial surprise attack.
