Thank you for this Matt....I just got one of these and was a little perplexed by the mechanism...your video did help a lot! Nice little drill, very accurate and I imagine quite handy for very small precise tasks like model engineering or jewellers work.
I restored one recently which is very similar in design to this one, except it's much larger. Has an Ixion name plate on it. Hope this helps in your search for more info.

I wouldn't go above 1/4" personally.

I have one, it's a chinese brand but bigger and heavier
It can drill an 8mm hole trough 15mm of steel plate effortlessly lol
