This actually makes me want to see a group of people creating a team of bots to fight against another team of bots with certain rules set in place to see which teams can create the better bot team. Maybe giving every team a specific reaction time so they aren't just all aim-botting insta headshot games, but actually writing lines of code detailing how to handle certain rounds, giving them as many options to work with for any situation they may find themselves in.
They should've made the bots mimic average spray patterns for humans from the equivalent level, for example use silver spray patterns for the easiest bots.

I suspect that the new bot AI is for a new Danger Zone update. I theorize that they want people to be matched with bots if they can't find another teammate. This would at least explain the new healing bit, which they probably use to heal if their HP is low. Maybe Valve is using that as a basis for more advanced commands, like checking their teammate's HP and then dropping a medshot for them, if necessary.

3 years late, but that mainly because iterating on a neural network is ultra hard, also any changes to the game could break the AI in unexpected ways, Also making a bot that just crushes people in a shooter is not hard., it just wouldn't be fun to play against, so none does it.

AI is nothing new, but like u said ML is a huge thing since 20 years. But this is just a simple script, they won't learn anything or get better, because there is no training data set. But it is interesting that this script comes even close to a goldfish^^. So it's obvious what we can expect if it goes further on.
What would happen if a csgo bots programming went into an actual robot? Just think. The ai race has taken over the work and it started all with one robot getting the csgo ai. It duplicated itself and put it into other robots and now all you hear as you die is: “counter terrorists win”

I've spent a fair amount of time listening to music or podcasts while playing in a 2v5 bot competitive game. It's a good time to just focus on the audio and pay too much attention to the game. If there's more bots on my team I get bored because it's too easy. If there's just me on the team I focus on the game too much. And the one bot is basically a second life so I get to live out my 1v5 clutch dreams but also have a second chance.

I think if Valve decided to train their bots with powerful Machine Learning algorithms such as Deep Reinforcement Learning algorithm will be unbeatable and much smarter than us . Imagine a bot constantly one tapping you through a corner, just because it's a bot. Thankfully we have limiters on them so they don't do it "that often", however when they do they become unkillable.
